No. Laser hair removal uses a single wavelength or a very narrow band of light aimed at pigment in the follicle. IPL (intense pulsed light) uses a wider spectrum filtered with cut-off filters. Both can reduce hair, but they behave differently on skin tone, hair colour, and treatment depth. In Pakistan, medical laser devices and IPL systems are both marketed for hair removal. The important question is which device would be used on your skin and hair, not the generic label hair removal on the price list.
Some home devices are IPL-based. Clinic systems vary in power and cooling. Outcomes depend on device, settings, and operator experience, not the word laser in an advert alone.

Medical lasers, especially Nd:YAG at 1064 nm, are commonly chosen for deeper skin tones because the longer wavelength penetrates with less absorption by surface melanin. IPL carries a higher risk of post-inflammatory hyperpigmentation or burns on darker or recently tanned skin because more light is absorbed at the surface. That does not mean IPL never works on medium skin, but it requires conservative settings, experienced operators, and honest assessment of recent sun exposure.
