Clinics often say permanent, but the honest framing is long-term reduction. Most people finish a six to eight session course with far less hair, then shave rarely or book occasional maintenance. Hormones, grey hair, and stopping early all change the outcome. Below is what permanent reduction means in practice, not in brochure language.

Results build across months, not in one visit. Legs and other large areas need a full course before you judge the outcome.
Partially, with the right wording. The U.S. FDA describes laser as permanent hair reduction, meaning lasting decrease in the number of hairs that regrow after a course. It does not mean every follicle on the zone is gone forever after one series. Electrolysis is the method described as permanent removal of individually treated follicles. After laser, many people go months or years with little regrowth. Face, chin, underarms, and hormonally driven hair are more likely to need maintenance. Grey or white hair may never respond. Stopping at two or three sessions usually leaves a large share of follicles untreated.
Permanent in marketing is not the same as never shaving again on every body zone for life.
Early visits are often confused with failure because shedding looks like regrowth.
Hair sheds over one to three weeks. Skin may look unchanged or stubbly during shedding. That is not immediate permanent loss.
Visible thinning often starts here on underarms and face. Legs and back may still look slow. Regrowth between visits is usually finer.
Most clinics plan to finish the main course in this band. Patches of coarse hair may need extra passes or sessions.
Many people shave rarely or not at all on treated body areas. Hormonal facial zones may sprout coarse hairs again over time.

Stopping early
Partial treatment is not the same as a failed full course.
Follicles that were successfully treated in early sessions may stay reduced. Follicles that were resting during those visits can regrow normally once their cycle restarts. Stopping at three visits often leaves patchy density: some zones look improved, others look untouched. That is expected physics, not necessarily bad equipment. Restarting later usually means assessing what changed, not simply buying three more sessions on the old card. Long gaps between visits can let follicles complete a full cycle and regrow before the next pass.

Six sessions often produce strong reduction on suitable hair, but permanent in FDA terms means lasting decrease, not zero hair forever. Hormonal areas and incomplete courses are the usual exceptions.
